| Town Meeting Minutes - September 21, 2006 Pursuant to the above legal notice, a Special Town Meeting was called to order at 7:15 p.m. in the Town Hall Meeting Room by First Selectman Woody Bliss. Mr. Bliss said the purpose of the meeting was to consider and vote upon Town execution of a utility access easement across land owned by the Town of Weston, located at 237 Godfrey Road, Weston, CT, to provide electrical service to a cellular tower site at the Town landfill. Mr. Saltzman nominated Richard Troxell as the Moderator. Ms. Manning seconded. There were no other nominations. Richard Troxell was unanimously elected as the Moderator of the meeting. Mr. Troxell appointed John Hammerslough as the parliamentarian. Mr. Troxell read the State Statue on eligibility to vote and fraudulent voting. Mr. Troxell appointed Judy DeVito, Assistant Town Clerk as clerk of the meeting. Mr. Troxell directed that the Call be entered into the minutes of the meeting. Mr. Troxell explained the vote to be taken, the methods of voting and the methods of amendments. He explained the procedures regarding voice vote. Mr. Bliss made a motion that the Town Meeting authorize the Board of Selectman to negotiate and enter into an easement agreement to allow utility service and access to be provided to the telecommunications tower and its related facilities located at 237 Godfrey Road East, Weston, Connecticut. The easement is shown on a map entitled “Utility and Access Easement Across the Land of the Town of Weston, 237 Godfrey Road Weston Connecticut, dated July 14, 2006”. Carlton Anderson seconded. Mr. Landry said the main purpose of the tower is to place our public safety radio equipment there. We have many dead spots in the community in terms of air coverage and our coverage with hand held radios is not as strong, or none existent in some areas as compared to the coverage you can get in the stronger radios, ambulances, fire trucks and police cars. He said they have consummated a deal with a firm that will build the tower and turn it over to us. He said there is a lot of equipment both above and below the ground which is powered by electricity or connected by telephone lines to other pieces of equipment. In order to get from Godfrey Road up to the tower there will have to be a power run. It would all be underground, conduit that would run along the roadway as you drive into the transfer station follow up pass the buildings, back around, up the hill avoiding the capped area of the old landfill in total. Don Saltzman said this is a necessity. The coverage is very spotty up there. He said the Town is not giving away land. The Town still owns the land it is just that CL&P has a right to access on it. Motion carried unanimously. Adjournment: At 7:25pm Mr. Anderson made a motion to adjourn the meeting. Ms. Manning seconded and the motion passed unanimously. Respectfully submitted Judy M.
