| Town Meeting Minutes - March 22, 2007 (Special) TOWN OF WESTON
SPECIAL TOWN MEETING
RESOLUTION TO TRANSFER AN APPROPRIATION AND BOND AUTHORIZATION OF $2,890,000. FROM THRE MIDDLE SCHOOL AUDITORIUM PROJECT TO THE REPLACEMENT OF THE ROOF AT THE WESTON HIGH SCHOOL, AND FOR THE PLANNING, DESIGN AND RENOVATION OF THE AUDITORIUM AT WESTON HIGH SCHOOL

First Selectman Bliss called the meeting to order at 8:01 PM.
Present: First Selectman Woody Bliss, Town Administrator Tom Landry, Finance Director Rick Darling, Town Clerk Donna M. Anastasia, Shipman & Goodwin Legal Counsel Lisa Gladkey, Moderator Susan Moch and Parliamentarian Richard Troxel.
Glenn Major made a motion to appoint Susan Moch as Moderator, Mr. Troxell seconded. Motion passes. Moderator Susan Moch appointed Mr.Troxell as Parliamentarian.
Moderator Moch read Sec.CGS 7.6 and CGS 9-360 regarding voting laws to the audience.
Moderator Moch appointed Donna M. Anastasia as Clerk of the meeting.
Ms. Moch made a motion to waive the reading of the call. Mr. Muller seconded. Motion carries. Call to be entered into the minutes of the meeting.
Moderator Moch explained methods of voting, (voice vote, standing vote and secret paper ballot) and rules for addressing the meeting.
Ms. Moch made a motion to limit the speaking time to 3 minutes, Mr. Gary seconded. Motion passes.
Explanation of procedure by Ms. Moch. A motion to call a question is not open to debate, it requires a 2/3 majority to pass. If the motion to call the question passes we then take a vote on the question.
Special Town Meeting March 22, 2007
First Selectman Bliss read the Resolution.
Be it Resolved:
SECTION 1. That the Town of Weston transfer an appropriation and bond authorization of $2,890,000 from the resolution approved by the voters on November 15, 2001 (the “Middle School Auditorium Resolution”) appropriating $3,100,000 for the planning, design and construction of a new auditorium for the Weston Middle School and authorizing the issue of bonds, notes or temporary notes in an amount not to exceed $3,100,000 to finance said appropriation (the “Middle School Auditorium Project”), to the replacement of the roof at Weston High School, and for the planning, design and renovation of the auditorium at Weston High School (the “High School Projects”). The appropriation may be expended for planning, design, construction, materials and installation costs, professional fees, interest expense on temporary borrowings, and for administrative, printing, legal and financing costs, and other costs related to the High School Projects. The appropriation shall include any federal, state or other grants-in-aid received for the High School Projects. The Board of Selectmen may reduce the scope of the High School Projects if funds are insufficient to complete the High School Projects, and the entire appropriation may be spent on such reduced High School Projects.
SECTION 2. That Middle School Auditorium Resolution be amended to reflect the transfer of $2,890,000 of said appropriation and bond authorization from the Middle School Auditorium Project to the High School Projects, and that the remainder of the Middle School Auditorium Resolution shall remain unchanged, in full force and effect and applicable to the Middle School Auditorium Project and the High School Projects.
Mr. O’Brien seconded the motion.

Robert Uzenoff, Davis Hill Rd. Is there Grant/Aid money available to reduce the 2.890M cost?
First Selectman Bliss explained that the resolution allows spending up to the 2.890M (the resolution give the Town of Weston the right to use the funds) although the Town does not expect to receive any grants, should the Town receive any grant(s) the amount would be reduced accordingly.
Bill McDonough, Scatacook Trail. Why was the roof and auditorium not included in the 80M bonding for the school construction? Adding there is no final accounting of the school construction cost and suggested the left over bonding be applied to the bond costs.

First Selectman Bliss stated that there had been a “target” list of all requirements done at the time and that cost totaled approximately 135M. After many meetings with the school planning committee and a prioritization process a plan was developed and the roof was not included. Additionally the roof was not a problem 5 years ago. There is an ongoing accounting of the school building project. The School Building Committee is working on the final punch list. We do not anticipate over-runs.
Bill McDonough, Scatacook Trail. Question regarding the roof standards and State funding.
First Selectman Bliss said the roof will comply with all State standards. A steeper pitch on the roof would cost much more even with State aid, so the plan is to do the roof work along state standards but without state aid.
Margaret Wirtenberg, Wilson Rd. Ms. Wirtenberg wanted to state that she had attended all School Building Committee meetings and extensive work went into the roof project.
With no further discussion, Moderator Moch made a motion to approve the Resolution as stated:

With no further business to become before this meeting.
Mr. Muller made a motion to adjourn the meeting. Many seconded. None opposed.
Meeting adjourned at 8:25 PM.
