Special Board of Selectmen’s Meeting
October 9, 2007
 
Present: First Selectman Woody Bliss; Administrative Assistant Judy DeVito; Don Gary

Mr. Major joined the meeting by telephone. Mr. Miller is on vacation.
 
Mr. Bliss called the meeting to order at 2:30pm
 
Discussion/decision regarding survey of Revson Field to cost up to $3,500- Mr. Gary said that he had contacted Paul Brautigam Land Surveyor P.C. out of Newtown and asked them if they could do this on a priority bases. They would try to schedule it for the beginning of next week. They need a letter from the Town saying that the Town was employing them. He said he would get to them the drawings that we had of the fields but without looking at the drawings they could not give a definitive cost, but based on the size of the of the field, which is about seven acres they felt that they could put about 450 reference points and on the hard surfaces they would be within ¼ inch and on the soft surfaces they would be within an inch of the field height.  The cost would be somewhere between $2,500 and $3,500 depending on the detail.
 
Mr. Gray requested funds of up to $3,500 for the town to hire them to do a survey of both ball fields at Revson including the foul territory over to where the embankment is for an existing condition survey which would include elevations. They would give a copy of this to McDonald Sharpe and ask them to overleaf the septic system and then give a copy of it to people that put in the sprinkler system and ask them to draw that in. It is likely that we can get the McDonald Sharpe people to do it but he was no so sure about the sprinkler system since he has not dealt with them so he is not sure.
 
Mr. Major said he was happy to see that we are doing this in two pieces because we need this as built regardless of anything else that we do. Mr. Bliss said that he received an email from Jerry Sargent regarding the supplemental for $65,000 and the supplemental for the Deepwood study that they should have been handled in the normal budget cycle. He said that he did not have a chance to respond to him. He said that his feeling was that these were issues that needed to be addressed immediately. Mr. Major said none of them could have been anticipated in the last budget cycle and to wait until July next year would be prudent.
 
Mr. Major made a motion to appropriate the sum of up to $3,500 to have an as existing conditions survey of Revson field prepared subject to Board of Finance approval.  Mr. Major seconded the motion and the vote was Mr. Major, Mr. Bliss yes, Mr. Miller absent.
 
Discussion/decision regarding a supplemental appropriation of approximately $65,000 for renovations of the two baseball fields at Revson Field.- Don Gary
Mr. Bliss said that he had looked at two different approaches, this approach plus a previous approach several months ago with someone who had a slicing technique. This one, from an engineering standpoint looks like a better approach. The feedback from checking references indicated that the fields with similar conditions had used this technique and it performed satisfactory.
 
Mr. Major made a motion to appropriate the sum of up to $65,000 for the renovation of the two baseball fields on Revon Field in accordance with the proposal presented by Don Gary and forward it to Board of Finance. Mr. Bliss seconded and the vote was Mr. Major, Mr. Bliss yes, Mr. Miller absent.
 
Executive Session- Review lawsuit settlement C.H. Nettleton Inc. and Liberty Mutual- At 2:40pm Mr. Major made a motion to enter into executive session. Mr. Bliss seconded and the vote was Mr. Major, Mr. Bliss yes, Mr. Miller absent.
 
Discussion/decision regarding the lawsuit C.H. Nettleton Inc. & Liberty Mutual-
There was no discussion.
 
Adjournment: At 2:40pm Mr. Major made a motion to adjourn the meeting. Mr. Bliss seconded and the vote was Mr. Major, Mr. Bliss yes, Mr. Miller absent.
