November 7, 2007

Meeting called to order at 7:35 PM
Commission Members Present: Rick Phillips, William Brady, Peter Ottomano, Beth Gralnick, Rick Saltz, Jess DiPasquale and John Hammerslough
Others Present: Amy Sanborn, William “Chris” Kimberly, John Conte, Town Engineer, Chief Troxell, Officers Forchione, Arnette, Ferullo, Curcio, McInnis, Mooney and Detective Filsinger
1) Consideration/Approval of minutes of September 4, 2007 and October 2, 2007
Minutes of September 4, 2007: Motion made by Ms. Gralnick to accept minutes as written, motion seconded by Mr. Saltz and vote was all in favor.
Minutes of October 2, 2007: Motion made by Mr. Brady to accept minutes as written, motion seconded by Ms. Gralnick and vote was all in favor.
2) Chief’s report for October 2007
Discussion as to having Chief’s report delivered to commission members prior to meeting.
Decision made that Chief Troxell would do his best to deliver Chief’s report to members prior to the meeting date. Chief Troxell handed out work schedules for November 2007 thru June 2008, overtime report and comparative yearly overtime report for discussion. Officer Arnette gave an update his firearms certification. Officer Mooney presented and discussed the new Use of Force Policy and Firearms Policy.
Motion made by Commissioner Ottomano to adopt the Use of Force Policy and Fire Arms Policy prepared and submitted by Sargent Mooney, motion 2nd by Commissioner Gralnick. Vote was all in favor.
Detective Filsinger updated Commission regarding ongoing investigations.
3) Discussion of Police Radios
Officer McInnis gave his recommendations regarding the radios in the police cars.
Commissioner Phillips made a motion to move Item 4 to Item 5. Motion seconded by Commissioner Brady.
4) Traffic Control:
Chief Troxell and John Conte, Town Engineer did some assessments on the following intersections.
a. Lords Highway and School Road intersection
Mr. Conte suggests a 3 way stop and improvements to the site line is needed. Resident Amy Sanborn has very serious concerns about a 3 way stop. Ms. Sanborn suggests putting cones further down the MOS and putting a stop sign in the middle of School Road at the intersection with Lords Hwy.
Motion made by Commissioner Ottomano to place a stop sign in the middle of School Rd. exiting out onto Lords Hwy and to correct the site line. Motion seconded by Commissioner Saltz and vote was all in favor.
b. Old Hyde Extension
The dirt section of Old Hyde Extension has no speed limit posted, which means that the speed limit is 25 mph. Chief Troxell tried driving it at 25 mph and 25 mph is too fast his car was all over the road. Chief Troxell thinks the speed limit should be 15 mph. Mr. Conte will be researching “No Thru Truck” signs.
Motion made by Commission Saltz that 15 mph speed signs and No Thru Truck signs be placed on Old Hyde Extension as directed by the John Conte, Town Engineer. Motion seconded by Commissioner Gralnick. Vote was all in favor. Commissioner Saltz amended his motion to add a “Dirt Road Ahead” sign. Vote was all in favor.
c. Wells Hill and Kellogg Hill intersection
Mr. Conte, Town Engineer, presented a map of the intersection to show horizontal/vertical alignment of the intersection, because it does not meet any of the horizontal/vertical alignment for safe stopping distance, Mr. Conte suggest that there should be a three way stop.
Motion made by Commission DiPasquale to accept John Conte’s suggestion to place a stop sign next to residents driveway pending Chief Troxell speaking with the homeowner. Motion seconded by Commission Gralnick. Vote was six Yeas’ and one abstained.
d. River Road and Goodhill Road
Chief Troxell said the four-way stop has been in place for six months and he has gotten good response from residents. Chief Troxell would like to see the signs become permanent. All commissioners voted to approve the signs to be permanent. A Public Hearing will be held prior to the December 2007 Police Commission meeting.
5) Presentation of MDT’s
Chief Troxell gave a demonstration of the MDT’s. At present time eight cars have the MDT’s.
6) Sub-committee assignments and reports
No reports at this time.
Commissioner Gralnick made a motion to adjourn, motion seconded by Commissioner Ottomano.
Meeting adjourned at 10:05 PM
