Meeting called to order at 7:40 PM

Commission Members Present: Rick Phillips, William Brady, Peter Ottomano, Beth Gralnick, Rick Saltz, Jess DiPasquale and John Hammerslough

Others Present: Chief Troxell, Sgt. Ferullo, Officer Arnette, Sgt. Daubert

Motion made by Commissioner Gralnick to move Item 1 to Item 2, motion seconded by Commissioner Saltz. Vote was unanimous.

  1. 1) Consideration/Approval of the minutes of the meeting of December 4, 2007

Motion made by Commissioner Gralnick to accept minutes with corrections, seconded by Commissioner Saltz.

  1. 2) Presentation of Police Chief Search Committee and Nomination of Permanent Chief

Commissioner Saltz made the following motion: "I move we appoint John Troxell as the permanent Chief of Police contingent upon, and subject to, the negotiation and execution of an employment agreement that is mutually acceptable to the Town and the Chief." Motion was seconded by Commissioner DiPasquale. Vote was unanimous.

  1. 3) Presentation of Chief’s report for December 2007

Sgt. Ferullo discussed and explained the Comparative Yearly Overtime and SEU. A grant from Homeland Security has been obtained to cover most of the cost for the SEU, without this grant the town would not be able to have the extra officers on duty during the holidays. By receiving this grant for the SEU it reduced the towns overtime cost by approximately 46%. The town also received a grant for HLS-CAM and the training.

  1. 4) Discussion of proposed Department budget for 2008/2009

Discussion of changes to the proposed budget.

  1. 5) AFSCME Local #1493 Grievance 07-03

At 9:00 PM motion was made to move to Executive Session by Commissioner Gralnick, motion seconded by Commissioner DiPasquale. Commissioners re-opened meeting at 10:10 PM. Commissioner Saltz then made the following motion: "I move to deny AFSCME Local #1493 Grievance 07-03 in whole." Commissioner Hammerslough seconded and the vote was unanimous.

  1. 6) Sub-Committee assignments and reports

Chairman Phillips reminded Commissioner DiPasquale to start work on Citizen of the Year with a goal of having a list of nominees to vote on by the March meeting.
