Present: First Selectman Woody Bliss, Selectman Gayle Weinstein, Selectman Glenn Major by telephone conference, Finance Director Rick Darling, Chief of Police John Troxell, Police Commission Chairman Rick Phillips, Police Commission member John Hammerslough, Secretary Donna M. Anastasia and Patty Gay from the Weston Forum.

Mr. Bliss called the meeting to order at 9:33 AM.

There was discussion regarding the Police Services Requested and Projected Budget for FY 2008-2009. Chairman Phillips and Chief Troxell clarified the discrepancies for total head count of police staff. 2007-2008 FY anticipated a retirement which did not occur, position changes and a part time officer covering an officer out on military duty who has since returned. Projections include the part time officer which will fade out as an ‘employee’ position approximately July 2008 not to be refilled. Chief Troxell mentioned the part time officer could cover some overtime spots if needed which would be paid out of the overtime budget. In addition there will be promotional changes within the department that will further change projections. The net result of these changes will be a reduction of the total Police Services budget request of $19,538. A .27 increase in FTE will cover the part time officer until which time this position terminates with the understanding that there will be a reduction in 1 FTE for FY 2009-2010. (16.27 current staff to 15.00 projected staff).

There was discussion regarding the Chief’s salary which has been adjusted to Grade 16, Step 3 which reflects a salary of $92,088.57 for FY 2008-2009. Mr. Phillips stated the Chief of Police contract should be finalized by the end of the week. An anticipated Sergeant promotion ($84,088. salary change) by June 30^{th would result in a $1,400.00 increase after one year of service. Chief Troxell mentioned the Sergeant exam should take place sometime in May.}

Discussion regarding a $52,852. settlement item which was included under Salaries and Wages which will be moved to a detailed insurance item. Mr. Darling will follow up.

Meeting reconvened with First Selectman Bliss, Selectman Weinstein, Selectman Major by telephone, Chief John Troxell, Police Commission member John Hammerslough, Finance Director Rick Darling and Secretary Donna M. Anastasia.

First Selectman Bliss suggested a continuance to discuss a final revision for Police Services including a projection for exam costs and personnel details. In addition, the Kids In Crisis program and the Veterans Affairs budget will be finalized.

First Selectman Bliss made a motion to continue at a date certain of Thursday, February 14, 2008 at 2:00pm, Ms. Weinstein seconded, meeting recessed at 10:47 AM.
