Sealed bids will be received in hard copy format at the Office of Town Clerk, Weston Town Hall, 56 Norfield Road, Weston, Connecticut 06883 on or before the bid submission deadline indicated above, at which time all bids received will be opened in the Town Hall Meeting Room and read aloud.

Work includes the rehabilitation of approximately 16,000 linear feet of pavement on Lyons Plain Road, consisting primarily of a mill and overlay treatment, with two areas of full-depth reconstruction. Work to be performed also includes drainage system cleaning and modifications, pavement markings, and other roadway-related items.

No bids will be accepted after the Bid Submission Deadline. Each bid must be submitted on the official form which is furnished by the Town. All blank spaces in the bid form must be filled in as noted, and no bidder shall change the language of the bid or the items mentioned therein.

Bidders shall comply with State mandated laws, Equal Opportunity Employment Practices, and Safety and Health Regulations. Bidders are further advised that this project is subject to the prevailing wage requirements of Connecticut General Statutes Section 31-53.

This contract is subject to state set-aside and compliance requirements.

Bid security is required in the amount of ten percent (10%) of the bid and shall be in the form of a certified check or cashier’s check made out to the Town of Weston.  A Payment Bond in the full amount (100%) of the contract price will be required.  A bidder may not withdraw a bid within fourteen days of the bid opening.

The Town reserves the right to reject bids for any reason; to waive informalities and technicalities; and to accept the bid which the Town deems to be in its best interest, whether or not it is the lowest cost bid. The Town reserves the right to review the bids and reject all bids, or take no action, or elect not to select any bid. The Town also reserves the right to cancel the bid at any time and to reissue this or a substitute Invitation to Bid at a later date. In its sole discretion and without prejudice, the Town will award a contract to the bidder that it feels is best suited to complete the scope of services.  The bid does not constitute a contract or offer of employment. The Town reserves the right to negotiate with any bidder any amendments to the Contract.
