REQUEST FOR QUALIFICATIONS (RFQ) FOR ENGINEERING DESIGN AND CONSTRUCTION PHASE SERVICES IN SUPPORT OF DRINKING WATER SYSTEM IMPROVEMENTS (SFY23-62)

The Town of Weston (the "Town") requests for Statements of Qualifications from qualified engineering firms licensed in the State of Connecticut to provide engineering design and construction phase services for water system improvements to a portion of the Town of Weston’s Drinking Water System known as the “Booster Treatment Station” as recommended by the completed Preliminary Engineering Report.  This project will be funded in part by the State of Connecticut, Department of Public Health, Drinking Water State Revolving Fund. Neither the State of Connecticut nor any of its Departments, agencies, or employees is or will be a party to this request for qualifications.

Proposed water system improvements identified include the construction of a new treatment system including a new building, two (2) new 20,000-gallon buried storage tanks, and other related equipment to treat and remove contaminants of concern such as iron, manganese, and PFAS.

Evaluation of responding firms will be based on the following criteria:  1) Description of firm, consultant firm’s and experience of working together as a team.  2) Professional background and previous experience and technical competence of project team including subconsultants.  3) Firm’s proposed project management plan and the role of each person to be involved, including the proposed organizational chart. 4) Description of Relevant Experience - Include projects that demonstrate familiarity with the DWSRF program and similar to project description stated above.  Include the name of the organization for whom the work was performed; contact name, address, and telephone number; contract fee; date the project was completed; and a description of the services performed for each project.  5) Unique or other relevant experience.  6) Capability of the firm to develop and maintain schedules and budgets.  7) Location where planning and design work on this project is to be accomplished.  8) Standard Form 330 must be submitted as part of your statement of qualifications.  9) Identification of subconsultants (if any) - Include the name, address, and nature of any proposed sub consultants, including a description of any prior affiliation.  10) Demonstration of consultant firm’s ability to complete the project on schedule - Describe the firm's ability to perform the services as reflected by current workload and the availability of adequate personnel, equipment and facilities to perform the services expeditiously.  

This procurement will be subject to requirements contained in Section 22a-482-4(h), (i), and (o) of the Regulations of Connecticut State Agencies.   The funding for engineering service requires Minority and Women's Business Enterprise (MBE/WBE) subcontractors participation, expressed as a percentage of total contract amount, shall be a minimum of 8.0 percent with the following makeup: MBE - 3.0 percent and WBE - 5.0 percent.  Please furnish five copies of your submittal to Samantha Nestor, First Selectwoman, c/o Office of the Town Clerk, Town of Weston, 56 Norfield Rd, Weston, CT 06883, by 11:00 A.M. on March 13, 2025.  The submittal shall prominently display, "Qualifications for Engineering Services in Support of Drinking Water System Improvements”.  Submittals received will be evaluated and ranked in order of their qualifications per the Qualification-Based Selection of Design Professionals as published in "A Guide for Project Owners" by the Connecticut QBS Council, the RCSA Section 22a-482-4(h) and (i) and the above criteria. Following the evaluation process, the Town will shortlist firms that it intends to interview. Responding firms will be notified of the results of the initial screening process.
